Jeff Timmons has practiced communications law since 1993 (and as a solo practitioner since 2000), primarily advising mass media clients, including analog and digital full power television, Class A television, Low Power Television (“LPTV”), and AM and FM radio broadcasting stations, on regulatory compliance and licensing matters before the Federal Communications Commission (“FCC”), contested proceedings, enforcement matters, rule making proceedings, spectrum auctions, negotiations and agreements with programming providers and multichannel video programming distributors, transactions and financing, a wide variety of contractual matters, and on general business issues. He also advises a number of satellite, wireless, and other clients before the FCC, as well as software provider clients in drafting and negotiating contracts; has assisted clients with their broadcast-related litigation; and served as a court-appointed receiver for a television broadcasting company.
Jeff also has advised a 100% female and minority-owned broadcast client that he assisted in growing from three LPTV stations in major urban markets in 1993 to owning and operating approximately fifty full power television, Class A television, LPTV, and AM and FM radio broadcast stations throughout the country, with construction permits or applications for dozens of additional such stations, as well as wireless licenses. The growth came primarily through construction of new broadcast stations based on permits obtained through the FCC application process, including through multiple settlements and the FCC broadcast auction process, as well as transactions.
Jeff is a 1983 graduate of Johns Hopkins University and a 1993 graduate of the Catholic University of America Columbus School of Law. After graduating from law school and prior to starting his own law practice, Jeff practiced communications law for over seven years at Irwin, Campbell & Tannenwald, P.C., a communications law firm in Washington, D.C. During law school, Jeff served as a legal intern in the Office of the Chairman at the FCC, addressing primarily common carrier issues for former FCC Chairman Alfred C. Sykes. For over six years prior to law school, Jeff held various management positions in product line management, marketing technical support and telephone outside plant engineering and construction at Bell Atlantic (now Verizon Communications).
